Happy New Year to everyone and many kind wishes for 2013! With the purchase of Dzamling Gar secured on 21 December 2012, we start the new year with an exciting new project already well in progress. The year 2012 saw the creation of both the International Dzogchen Community Association (IDC) and the new Global Gar.
Both projects are important final pieces to Rinpoche's vision for the Community, each has a specific and overlapping mission. While Rinpoche has yet to fully unveil the plans for Dzamling Gar, we would like to announce some aspects of the new Gar and how the IDC will interact with this development phase.
Firstly, in terms of definitions, IDC (International Dzogchen Community) is the Association that we are all members of when we join the Dzogchen Community anywhere in the world. There are various individual legal entities in many countries - for either a Gar of Ling - as necessary, but ultimately, when one joins the Dzogchen Community anywhere in the world, you become a member of the IDC. The members of IDC are Rinpoche's students around the world.
Dzamling Gar, on the other hand, will be another Gar with a national charter - in this case one according to the laws of Spain - and will play a special role amongst the Gars around the world in the sense that it will be the Community's Global Gar.
By Global Gar, Rinpoche has explained it will be a place where all other Gars have representation. And, as was already seen with the Teachers Meeting Retreat in early November, Dzamling Gar will be the place where Rinpoche can gather with his senior students and representatives to discuss setting standards and developing teaching programs. It will be a place where coordination of activities of IDC, SSI, ASIA and the Tibetan Medicine School can take place.
To build a new Gar is always an enormous task. It requires a lot of energy and effort from the Community. Dzamling Gar will need a Gakyil to lead this effort and Rinpoche has indicated that he will appoint this new Gakyil by the end of this current series of retreats in Tenerife. Kundusling and Meriling Gakyils have done an excellent job arranging a very challenging schedule of retreats in Tenerife, and soon they will be able to hand over the future responsibility to a new Dzamling Gar Gakyil. While these Gakyil members are focused on organising the retreats and events, IDC is playing its role of buying the land for the seat of Dzamling Gar, obtaining the legal permits to develop this Gar and soon it will facilitate the start of the physical construction. In order to manage the construction phase, the IDC will establish a Dzamling Gar Development Committee that will be led by Giovanni Boni and Migmar Tsering.
The Development Committee will be charged with both out-sourcing to professional building companies and organising karma yoga teams within the Community. There will be many projects large and small, so opportunities to participate will be many. Oversight for the Development Committee will initially be through the IDC Board, or International Gakyl (IG), however, once Dzamling Gar is well developed and the Gakyil there able to manage this aspect of the project, oversight can be passed on for completion.
The final points we can make clear today in this letter pertain to the IDC and the IG. One of the primary tasks of the IDC Board / IG is to standardise procedures and legal structures (to the maximum allowable by law in each country) amongst all our Gars & Lings around the world. This task will be achieved only gradually over the coming years. Therefore, while it may appear that the IDC Board's primary role is to establish Dzamling Gar, this is only an immediate project that must be quickly addressed, and the much broader, more complex project of unifying all of our global Gars & Lings into a common organisational and membership structure is the IDC Board / IG essential long term mission. Therefore, after completing an international Community-wide recruiting effort, Rinpoche will also be announcing the first IDC International Gakyil in the not too distant future. With these two new Gakyils in place; Dzamling Gar Gakyil and IG, we will be well resourced to achieve the grand plans Rinpoche has announced for the International Dzogchen Community.
